3 to 5 years in disciplinary camp should teach him. Not that that will ever happen, he will just continue to terrorize the neighborhood and and the courts will do nowt about that, mark my words. You can slap an asbo/crasbo/whatever on people, but they are just not effective because the punishment just isn't high enough to be a deterrent.
